A contractor has proposed a mixed-use plan for the 77 acres north of the Highland Cemetery. The preliminary idea, which includes a commercial aspect, was discussed at the Feb. 21 Highland City Council meeting. Highland has been trying to find more ways to increase its tax base, and some have considered retail sales as a good way to accomplish that goal. Daily Herald
